The Finance Manager manages and oversees Accounting, Customer Service, Finance, Meters, and Purchasing/Warehouse; administers investment of surplus funds, pursuit of debt financing, and other financial management programs. The Finance Manager reviews and coordinates the preparation and administration of the annual budget, including preparing revenue and expenditure projections; directs the forecasting of additional funds needed for staffing, equipment, materials and supplies; directs the implementation of budgetary adjustments as required; maintains internal controls; and ensures financial-related regulatory compliance. In addition, this position directs the preparation of periodic and special financial reports and analyses, including rate studies; reviews the annual audit, and directs the preparation of management’s discussion and analysis.
The ideal candidate will be a results-oriented professional, with a breadth and depth of experience suited to a special district, able to develop strong working relationships with both subordinate staff, management, and elected officials. A collaborative management style focused on assisting departments achieve their business goals is desired. Additionally, the candidate should excel at recognizing and promoting business process improvement opportunities as well as possess outstanding oral and written communication skills, including presenting technical information in a clear manner.The successful candidate will exhibit a balance of technical and managerial acumen.
A typical way to obtain the required knowledge and abilities:
Bachelor’s degree with major course work in accounting, finance, business or public administration, or a closely related field; and five (5) years of professional governmental accounting experience which included two (2) years in a management or supervisory capacity.Possessionof aCertified Public Accountant license is highly desirable.
