Timothy M. Shell is Director of Division 1 and Past President of the Board of Directors of the Vallecitos Water District in San Diego County.  The District provides water and sewer service, as well as recycled water, to more than 79,000 customers within a 45-square-mile area in San Marcos, portions of Escondido and Carlsbad, and the surrounding unincorporated areas.

 

Tim is currently serving on the District’s Finance/Investment Committee.  He has also served on the Engineering/Equipment Committee, the Public Awareness/Personnel/Policy Committee, and the Legal/Legislative Committee.  Tim is the District’s delegate to the Western Coalition of Arid States.  He is a Member of the American Society of Civil Engineers, and currently serves as a Director on the Board of the San Diego Section.  Tim was recently honored as the 2008 Outstanding Civil Engineer in the Public Sector for Region 9, which includes all of California.

 

Tim has lived in the Escondido area since 1967, and has attended school, college, and University in San Diego County.  He is employed by the City of Vista as a Principal Civil Engineer, managing design and construction contracts for a wide variety of building and transportation infrastructure projects.  He has worked for the City of Vista for over 8 years.  Tim was honored to receive the City Manager’s Outstanding Manager Award in 2004.  Prior to his employment at Vista, he was employed for 7 years at the San Diego County Water Authority, where he managed a variety of water infrastructure design and construction contracts.  Tim’s first 8 years of work experience was gained at a private San Diego consulting firm that specialized in municipal agency projects.

 

Tim started his post-high school education at Palomar College in San Marcos.  He then attended San Diego State University, and graduated Summa Cum Laude in 1985.  Tim was named the Outstanding Graduate of the College of Engineering that year.  While at San Diego State, Tim served as an officer of the ASCE Student Chapter, and he served as President of the Student Chapter of the Associated General Contractors.  After graduation, Mr. Shell was active in the ASCE San Diego Section Younger Member Forum, and served as President and YMF Director on the ASCE Board.  After gaining the required work experience, Tim took and passed the required examinations, and earned his Registration as a Professional Civil Engineer in California.

 

Tim continued his higher education at California State University, San Marcos, as part of their inaugural executive MBA program.  His Master’s Thesis was written to help his public sector employer implement a Supplier Quality Assessment program modeled after the systems used in private industry.  Tim graduated with a Master’s Degree in Business Administration, with an emphasis in Government Management.  He was again honored as the Outstanding Graduate in his class.

 

Mr. Shell married his wife Kim in 1987 and they have two children, Arianna and Joseph.  Mr. Shell is a group leader for 5th grade boys on Wednesday night and serves as a sound and lighting technician at his church.   He plays baritone saxophone at the Palomar Pacific Coast Concert Band.  He enjoys skiing, camping with his family, and hiking on the weekends with his kids.  He serves as President of the Music Booster Club at Rincon Middle School, where his son attends school, and supports his daughters volleyball and band activities at Escondido High School.
